     2008年,是落实“十七大”战略部署的第一年,是完成“十一五”规划目标承上启下的关键一年,是中国向全世界展示改革开放30周年伟大成就的一年,是“奥运会的圣火将辉映东方,中华民族百年奥运梦想将成为现实”的和平崛起之年。

     对此,不仅每位中国人有切身的感受和广泛的共识,就连外国人也倾向于把2008年与中国紧密地联系在一起。以往西方媒体对中国的关注大多是短暂的、局部的、表面的和“事不关己”式的,而今,则是持续不间断的、全方位的、深层的和利益交汇式的。从美国新闻周刊的封面故事、时代周刊的年度人物,再到欧洲的德国之声、英国卫报的中国报道,都呈现出以上的特征。

     历史地看,这是改革开放30年的不懈努力推动中国的社会经济发展量变到质变的结果。“美国前财长劳伦斯·萨默斯最近指出,在工业革命期间,一个欧洲人的平均生活标准在其有生之年(当时寿命约40岁)内能提高大约50%。而今在亚洲,尤其在中国,人均生活标准在一个人的一生中大约要提高一百倍!中国经济增长的规模和速度一直大得惊人,完全是史无前例,而且中国已经产生了同样惊人的变化。它用20年的时间经历了欧洲用两个世纪才完成的同样程度的工业化、城市化和社会转型。”(美国《新闻周刊》)

     为此,法里德·扎卡里亚写道:对世界大多数地区而言,2008年很可能会目睹中国步入世界舞台中心,奥运会将成为中国期待已久的首次亮相机会。在一个又一个问题上,中国已成为全球第二个最重要的国家。想想一年来的事实吧。2007年,中国对全球经济增长的贡献超过了美国,这至少是上个世纪30年代以来第一次有一个国家做到了这一点。(美国《新闻周刊》)

     当世界将2008年定义为中国年时,我们有必要告诉世人,绿色将成为08中国年的底色。2007年,中国节能减排取得明显进展,政策法规建设进一步完善,节能工程全面启动,污染减排出现重要转机,两项主要污染物排放总量首次下降。

     而在2008年,《循环经济法》将发布实施,为节能减排提供法律保障,中国将会采取更强有力的措施来扩大节能减排的成果,比如在污染控制方面,要求2008年二氧化硫、化学需氧量排放量分别比2005年下降6%和5%;113个环保重点城市地表水集中式饮用水源地主要指标百分百达标。8月8日即将开幕的第29届奥运会,更是展示中国环保成就和履行“绿色奥运”承诺的大舞台。我们可以预期,2008年的中国,天更蓝,水更清,百姓生活更舒畅。

     在笔者看来,2006年是中国环保历史性转变元年,2007年是绿色新长征路上的攻坚之年。今年,伟大的2008年,我们将向世界展示保护环境的能力,北京奥运将会给我们一个契机亲身体验优美环境的价值,假如我们是一列高速奔向美好明天的“生态文明”号绿色动车组的话,北京奥运将是加速器,更坚定我们建设资源节约型环境友好型社会的决心。

     2008年,不仅会是中国年,更是一个绿色的中国年。

2008——The Green China Year

     The year 2008 is the first year of the implementation of the strategic plan of the 17th National Congress of the CPC, and a crucial year for fulfilling the target of the Eleventh Five-Year Plan; 2008 is the year for China to display to the whole world the achievements of Reform and Opening up over the past three decades, the year of our peaceful rise in which “the Olympic Flame is to light the East, and the century-long Olympic dream of the Chinese nation is to come true”.

     To this event, not only the Chinese people have their firsthand experiences and common ground, the foreigners also like to associate the year 2008 with China. In the past, Western Media’s focus on China was often transient, local, staying on the surface and in a “no skin off my nose” manner; but now the focus becomes continual, all-round, deep and of interactive interests. These characteristics are reflected by the cover story of Newsweek, Time Magazine’s Person of the Year, Deutsche Welle in Europe and reports on China in The Guardian in Great Britain.

     From the historical point of view, all these show the result of our persevering endeavor of Reform and Opening-up over the last three decades during which China has experienced processes from quantitative changes to qualitative changes. USA’s former Treasury secretary “Lawrence Summers has recently pointed out that during the Industrial Revolution the average European's living standards rose about 50 percent over the course of his lifetime (then about 40 years). In Asia, principally China, he calculates, the average person's living standards are set to rise by 10,000 percent in one lifetime! The scale and pace of growth in China has been staggering, utterly unprecedented in history—and it has produced equally staggering change. In two decades China has experienced the same degree of industrialization, urbanization and social transformation as Europe did in two centuries.” (Newsweek, USA)

     Fareed Zakaria thus writes: for much of the world, it is likely to be seen as the year that China moved to center stage, with the Olympics serving as the country's long-awaited coming-out party. The much-heralded advent of China as a global power is no longer a forecast but a reality. On issue after issue, China has become the second most important country on the planet. Consider what's happened already this past year. In 2007 China contributed more to global growth than the United States, the first time another country had done so since at least the 1930s. (Newsweek, USA)

     When the world has named 2008 as the China year we find it necessary to inform all people that green is to be the background color of 2008. In 2007, China’s emission reduction was remarkably progressed, and our policy and law system greatly improved; energy-saving project was formally launched, and pollution reduction had a favorable turn, with the total emission amount of two major pollutants decreased for the first time.

     With the coming of 2008, Recycling Economy Law will be put into effect as a legal guarantee for energy saving and pollution reduction. China will take more forceful measures to further the work on energy saving and pollution reduction. Take pollutant control for example, the emission amount of SO2 and COD in 2008 is to be reduced by 6% and 5% compared with those in 2005; all of the centralized surface-water drinking water sources in 113 key environment-friendly cities will be required to reach the standard. The Olympic Games to begin on August the 8th will be the stage to show our environment protection results and how China keeps the promise of “Green Olympics”. We are anticipating China’s bluer sky, clearer water and happier life in 2008.

     The author considers 2006 as China’s historic turning point of environment protection, and 2007 the year in the new green long march to overcome core difficulties. This year—in 2008, we will demonstrate our capacity to the world in environment protection. Beijing Olympics will provide an opportunity for us to enjoy the value of a beautiful environment. If we were a green multiple unit named “eco-civilization”, running fast towards the bright future, then Beijing Olympics would be the accelerator, making us ever determined to build an energy saving and environment-friendly society.

     The year 2008 is not only China year, but more of a Green China year.
