  中国环保“升级版”呼之欲出

     1973年来的35年里,中国环保人在体制不健全、资金不充足的不利条件下白手起家、奋发进取、尽职尽责,避免了工业化国家在其发展过程中曾大量涌现的诸如伦敦烟雾、水俣病和博帕尔毒气泄漏等生态灾难和公害事件在中国的出现。

     但目前,中国整体环境质量不高和污染物排放总量居高不下的状况仍未得到根本扭转,“(环境保护)这个问题至今没有得到很好的解决”(温家宝,2006年3月14日)的结论更是令我们感到任务艰巨。过去在谈到中国环保之所以步履维艰时,大家往往列举以下众人皆知的原因:“地方政府只追求GDP,忽视环境保护”、“地方环保执法不严,违法不究”、“环保法律、法规、规章和政策互相冲突”、“环保处罚力度太弱,导致守法成本高,违法成本低”、“环保机构不健全,能力弱,人员编制不足”、“环保资金投入不够”、“GDP增速超过预期水平”等。几十年来,环保部门已经习惯了以弱势机构的面目出现,因此这样的“特殊地位”也曾博得了公众和媒体的理解与同情。

     但是,随着我们开出的要求强化环保体制,增强环保执法能力与管理手段以及加大环保投入力度的清单陆续“到货”,随着3月27日中华人民共和国环境保护部的正式挂牌,党中央、政府和全国人民必将会对我们有更高的期望值,期待我们能尽快地解决以上的问题,尽早交上一份满意的答卷。

     4月3日,《2007全国环境意识调查报告》在京发布,调查结果显示,环境污染已经成为公众关注的焦点问题,在公众的心目中,环境污染的严重性仅次于医疗、就业、收入差距,位于14项社会问题的第4位。《报告》显示,公众对于中央政府、国家环保政策法规、媒体宣传等的环保工作表示满意,而对企业环保自觉性、民众环保意识水平和地方政府环保工作表示了不满。

     客观环境已经改变,这将要求我们在主观思想上、知识能力上、管理手段上来一次变革,真正完成中国环保的“历史性转变”。

     比如,针对环保法治状况亟待完善的问题,有必要改变以往“头痛医头,脚痛医脚”,只是针对单一环保法规进行修订的方式。有必要召开一次全国人大常委会环保特别会议,集中对主要的环保法律法规做一次全面修订,从而从根本上解决困扰环保工作多年的“环保法律、法规、规章和政策互相冲突”的现象,确保环保政策法规的一致性。

     新形势下的环保新政要求我们拓宽视野,超越部门利益的局限,树立大局观,在强化政府公共服务的原则基础上重新设计、定位政府环保职责;开拓环保部门全面参与和协调宏观综合决策的功能,引入创新型管理手段,打造中国环保新形象,开发和培育环保品牌,建立工作绩效评估体系,进一步推动环境保护的公众参与。

     要开创中国环保新纪元,需要对中国环保做一次全面的梳理,更需要一次系统的全面升级。唯有如此,才能不辜负党、国家和人民的期望和重托,才能在环保的春天里大有作为。

     诚盼中国环保“升级版”早日面世!

“The Upgrading Version” of Chinese Environmental Protection Is Vividly Portrayed

     During the 35 years since 1973, the Chinese staffs in environmental system have been building up from nothing, fighting bravely and do their best abilities under the situation of unsound system, in-abundant fund, which prevented many ecological disasters and social effects of pollution such as London Smog Episode, Minamata Disease and Bhopal Chemical Accident from happening in China.

     However, the present status of low overall environmental quality and high total pollutants emission has not been turned completely, the conclusion of “environmental problem has not solved totally (Premier Wen Jiabao, March 14, 2006) made us feel more pressured. We used to list many reasons when talking about why we have so much difficulties such as “ the single GDP seeking of local governments by ignoring environment”, “week environmental legal enforcement and failed punishment for anti environmental laws”, “conflicting among environmental laws, rules, regulations as well as policies”, “too week environmental punishment leading to high cost on law keeping and low on anti-laws”, “unsound environmental institutions with week abilities as well as un-enough personnel workout”, “not enough investment”, “GDP growth exceeding expectation”, etc.. For the several decades, the environmental sector is used to appear as a puniness, which in another way gained the understanding and sympathy of the public.

     Yet, as the list of the “goods” such as calling for strong environmental system, for heavy environmental law enforcement and managing measures as well as more investment turned up, and especially the Ministry of Environmental Protection of the PRC coming up, the central party, government and all of the common people will certainly give us higher expectation for solving these problems as soon as possible, and give the public a satisfying answer.

     April 3,“2007 National Environmental Public Awareness Survey” is issued in Beijing, the results shows that environmental pollution has become the concerning focus for the public, it is just hehand medical treatment, employment, income gap, standing the 4th of the 14 social problems. The report demonstrates that the public is satisfied with the central government’s environmental laws and regulations as well as media publicity, but not with self-consciousness of businesses on environment, environmental awareness of the public and local governments’ environmental job.

     The objective circumstance is changing which requires us to carry out a reform on subjective thought, knowledge level as well as managing methods in order to fulfill the “historical transfer” on environmental protection of China.

     For instance, it is necessary changing the way of “ taking stopgap measures”, namely only revising specific laws or regulations when it is needed. It is necessary to hold a special conference for the Standing committee of NPC, to have an overall and concentrated revision of the main environmental laws and regulations. Only by this, can the puzzling phenomenon of “conflicting among environmental laws, rules, regulations as well as policies” be settled radically in order to keep the consistency among all the environmental policies and laws as well as regulations.

     The new strategy requires us to widen our views, to surpass the limitation of sectors’ interests, to build up overall situation concept, to redesign and locate government’s environmental function on the basis of strengthening the public service principle;to open up the function of environmental departments to participate and coordinate macroscopic comprehensive decision making fully, to bring in innovative management, to build up a new environmental image, to develop and raise environmental brands, to set up performance assessment system, to promote the public participation further.

     In order to open up a new environmental era, it needs to sort environmental protection out in China, to upgrade environmental system in the round. Only by this can the hope and great trust for the central party, state and the people not be let down, can we do our best in the Spring of Environmental Protection.
